The team at the Expanded Learning Division of the California Department of Education (CDE) will host a session to provide an overview of the ELOP Attendance Recovery Program and review the potential changes for the next 21st Century Community Learning Centers (CCLC) RFA.  The first part of the session will briefly cover the RFA process and application requirements, primarily focusing on the potential changes for the next RFA which will be released in fall of 2026. Participants will have the opportunity to provide feedback and considerations for these changes.

The second part of the session will provide a foundational understanding of Attendance Recovery requirements, including the role of Expanded Learning Programs in supporting Attendance Recovery. Participants will explore how Expanded Learning Programs can provide safe and supportive environments that support student-centered approaches to encourage attendance and engagement.

Joshua Brady roundJoshua Brady

Joshua D.S. Brady received his B.S. in Sports Management and Masters in Education from Springfield College in Springfield, MA. “The Birthplace of Basketball”. He has extensive experience in sports and recreational programs from his work with Disney’s Wide World of Sports in Orlando, Florida, and working in the grants office of the State Department of Parks and Recreation for 8 years. Since 2008, Joshua has worked for the Department of Education, Expanded Learning Division. In this role he helps oversee the After School Education and Safety grant, the 21st Century Community Learning Centers grant, and the Expanded Learning Opportunities Program.

He is a certified Gallups Strength Coach and he has a passion for youth and seeing them reach their full potential. In addition, Joshua was an All-American Gymnast in College and has coached at all levels. Joshua believes it is all about building strong relationships and tapping into people’s strengths.

Kelly Faustino round Kelly Faustino

Kelly Faustino works for the California Department of Education as an Education Programs Consultant, supporting programs in Region 6 and co-leading the 21st Century Community Learning Centers RFA. She holds a Bachelor’s Degree in Child Development and a Master’s degree in Human Behavior. Kelly has twenty-one years of experience in expanded learning. Prior to coming to the Expanded Learning Division, Kelly worked for the California AfterSchool Network providing training and professional development opportunities to improve overall expanded learning program quality and continuous quality improvement efforts. Kelly spent seven years providing direct service for an expanded learning program in Sacramento, CA. She has been a Program Leader, AmeriCorps Member, Site Coordinator and has worked in the administrative office providing technical assistance and overall program support to over 40 programs throughout the Sacramento area.

Michael Funk 2025 roundMichael Funk

Michael Funk, Director of the Expanded Learning Division (EXLD) for the California Department of Education (CDE), was appointed in 2012. The EXLD, with deep field engagement at the start, developed “A Vision for Expanded Learning in California, Strategic Plan 1.0: 2014–2016”. The impact of this Strategic Plan resulted in numerous successes in embedding quality, systems, and technical assistance to support programs and elevate expanded learning as a key partner in the K–12 education system. The plan created a California statewide system of support comprised of members of the CDE, County Offices of Education, and Statewide Contracted Technical Assistance Providers.

Michael led the second iteration, “A Vision for Expanded Learning in California, Strategic Plan 2.0: 2019–2023”, to sustain California’s momentum and innovative path to support quality expanded learning programs across the State.

This System of Support for Expanded Learning has been working with the Center for Systems Awareness for many years to support staff and students through the Compassionate Systems Framework.

Prior to this role, Michael worked in San Francisco and founded the Sunset Neighborhood Beacon Center in the early 1995 and founded Experience Corps Bay Area in 1998. Michael also co-founded and co-led the Learning In Afterschool and Summer initiative, a partnership with Temescal Associates.

Susie Morikawa roundSusie Morikawa

Susie Morikawa is an Education Programs Consultant with the Expanded Learning Division (EXLD), California Department of Education (CDE). She supports Expanded Learning programs in the Merced and Mariposa counties (Region 7), leads the grant implementation process for After School Education & Safety (ASES) and is a co-lead for the 21st Century Community Learning Centers Request for Applications. 

Susie possesses a Bachelor of Arts Degree in Psychology and a Master of Science Degree in School Counseling. Susie was a Service Coordinator with the Alta Regional Center before she embarked on her state career with the Department of Health Services and eventually became a Staff Services Manager I with the Medi-Cal Waivers Division. She was also an Associate Governmental Programs Analyst with the CDE's Child Development Division prior to assuming her current role with the EXLD over the last 18 years.

Daniela Solley roundDaniela Solley

Daniela Solley is a lifelong advocate for meaningful learning experiences and currently serves as an Expanded Learning Education Programs Consultant for the California Department of Education. With a diverse background as an elementary and middle school administrator, teacher, writing consultant, and golf coach, she brings a wealth of expertise and a collaborative spirit to her work.

A former Placer County Teacher of the Year (2021), Daniela holds a B.S. in Arts and Letters and an M.Ed. in Curriculum and Instruction from Portland State University. As a writing consultant for the Area 3 Writing Project, she has supported educators and students in developing stronger writing skills and fostering a love for literacy. She was also an inaugural member of the Boise State University women's golf team, showcasing her leadership and dedication both on and off the course.

Passionate about learning beyond the classroom, Daniela works with schools to design innovative expanded learning and enrichment programs that make a lasting impact on students' lives.
